Non-residents of the state can also apply for a LTC license, however, they are required to obtain a temporary license before traveling to the state and their application must be submitted to the state police whereas residents apply at the local police station.

Jul 08, 2013·There are numerous long guns that seem to fall into a gray area, with some MA dealers saying FID-OK others not. S&W 15-22 is on the large-capacity list (June 2011 addition) and thus requires a LTC. Yet the Ruger 10/22 is not (they make 3 non-MA variants that ship with collapsible stock and Ruger 25-rd banana mag).
Massachusetts is a licensed open carry state, and this means that you must meet the requirement to obtain a license that qualifies you for open carry in the state. The state has a firearm roster for guns approved, according to the public safety department. Dealers of firearms in the state cannot sell outside of this approved list.

On October 21, 1998, the Massachusetts Gun Control Act took effect. That law restricts the handguns that can be legally purchased from gun dealers in Massachusetts. Any handgun sold after that date needs to be on the Approved Firearms Roster and deamed legal for sale by the Massachusetts Attorney General’s “Handgun Sales Regulations”.
